Planning is not the same as scheduling

This is the most common mix-up. Planning answers what gets built, with which resources and in what order. Scheduling answers when: it sets dates, durations and dependencies, usually on a Gantt chart. Planning defines the work; scheduling places it in time. Schedule before you have planned properly and you end up with tidy dates sitting on top of line items nobody has defined.

Line item by line item, on fixed dates. If something should be 50% built and it is at 30%, chase the delay now, not at closeout.
